Director of Finance and Administration
Michelle (“Shelley”) Owens came to work with the Northern Shenandoah Valley Regional Commission in August of 2006 as the Business Manager and now serves as the Director of Finance and Administration. Shelley is originally from St. Louis, Missouri where she studied accounting and business administration at Sanford-Brown Business College. Her career in local government finance and administration began over 30 years ago in 1994 at Public Water Supply District #3. She continued in local government with the City of Union, Missouri then she and her husband, Farrell and daughter, Jessica moved to Virginia where Shelley served as the Deputy Town Clerk for the Town of Luray, Virginia. Shelley is proud to have helped the Commission earn a clean independent audit report every year since joining the NSVRC team.
