
MPO Program
The Winchester Frederick County (WinFred) MPO was created as a result of the designation of the Winchester-Frederick County Urbanized Area by the U.S. Census in May 2002. Federal regulations require an urbanized area to create and maintain an ongoing transportation planning process that is comprised of representatives of the local jurisdictions as well as state and federal transportation officials.

RideSmart
RideSmart is a free service operated by the Northern Shenandoah Valley Regional Commission (NSVRC) for residents, workers, commuters, and tourists in the five counties in the northwest corner of Virginia — Clarke, Frederick, Page, Shenandoah, Warren, and all jurisdictions within — as well as the City of Winchester.
Rural Transportation Planning
The Northern Shenandoah Valley Regional Commission (NSVRC) administers a Rural Transportation Planning Program to support the transportation needs of its rural member jurisdictions. This program is funded through a grant from the Virginia Department of Transportation (VDOT), with matching local funds.
Through this program, NSVRC offers a wide range of transportation planning services to assist rural communities in improving mobility, safety, and accessibility.
Key services include:
- Grant Writing Assistance – Helping localities secure funding for transportation projects, including road improvements, public transit initiatives, and multimodal infrastructure.
- Comprehensive Plan Support – Providing expertise in integrating transportation planning into local comprehensive plans to ensure long-term, sustainable growth.
- Small Area Studies – Conducting focused studies to analyze transportation challenges in specific locations and develop tailored solutions.
- Bicycle and Pedestrian Planning – Assisting with the development of bike and pedestrian infrastructure to enhance connectivity and promote active transportation.
By facilitating regional collaboration and providing technical support, the NSVRC helps rural localities address their unique transportation challenges while fostering economic development and quality of life improvements.
