Community Development

NSVRC’s Community Development program area assists its member localities access funding for affordable housing from federal, state, and public/private sources. These funds help low to moderate income families in the Counties of Frederick, Clarke, Shenandoah, Warren, Page, and the City of Winchester access, maintain, and enjoy safe and decent housing.

NSVRC administers the Winchester/Northern Shenandoah Valley HOME Consortium. This program provides federal annual entitlement funding through the US Department of Housing and Urban Development for tenant based rental assistance, down-payment assistance, and new construction of single family homes and rental developments. Since its establishment in 2008, the Winchester/NSV HOME Consortium has provided over 8 million dollars in funds to support projects across the region.

NSVRC works closely alongside its member localities as grant administrator for Community Development Block Grant funds awarded by the Virginia Department of Housing and Community Development. CDBG grants support projects such as Economic Development, Comprehensive Community Development, Community Service Facilities, Targeted Neighborhood Housing Rehabilitation,and  Public Infrastructure.

NSVRC partners with Virginia Housing to create new housing initiatives. NSVRC was awarded funds to help support new affordable housing units in the region. This partnership supports the ongoing regional effort to increase the supply of affordable housing, promote collaboration between developers, local governments, and citizens. 

Luray Meadows, funded by a combination of public and private financing, including Virginia Housing, Northern Shenandoah Valley Regional Commission HOME funds, and a DHCD Community Development Block Grant was awarded the Outstanding Rural Development award by Governor Glenn Youngkin.

The property is the first new affordable housing development in Page County in 20 years. Construction was completed on the 52-unit, two-and three-bedroom community in summer 2022. Luray Meadows rent cost averages 40 percent less than the average Market Rate Rents.

Toms Brook Planning and Zoning Services

The Northern Shenandoah Valley Regional Commission (NSVRC) is proud to support Toms Brook with expert planning and zoning services. Our team is actively collaborating with the town to modernize and streamline its zoning ordinance, creating a planning framework that’s clear, accessible, and aligned with Toms Brook’s vision for growth. These updates address zoning definitions, land use classifications, and procedural guidelines that will improve the town’s approach to future development and community needs.

To further strengthen Toms Brook’s planning efforts, we’re also assisting in training new Planning Commission members. This training helps members understand the essential aspects of zoning, public hearings, and permit review, ensuring they’re well-prepared to make informed decisions that benefit the community.

Through these combined efforts, NSVRC is committed to providing Toms Brook with the tools and guidance needed for effective, sustainable growth. As the revised zoning ordinance moves toward adoption, we’re excited to help create a planning structure that reflects the unique character and needs of Toms Brook.

CSLFRF Assistance

NSVRC has been helping towns like Boyce, Edinburg, and Toms Brook manage their COVID-19 recovery funds to support projects that improve public health, infrastructure, and local economies. As we approach the December 31 deadline for obligating all funds, our focus has shifted to organizing and finalizing documentation to ensure each locality meets federal compliance requirements. This process will provide a complete record for the final Project and Expenditure Report, due in April 2025, ensuring a smooth closeout for each community's recovery projects.

Middletown Planning and Zoning Services

NSVRC is proud to support Middletown with comprehensive planning and zoning services. Our team is actively guiding major development projects by conducting detailed site plan reviews and ensuring all approvals meet local zoning standards.

Beyond project support, we’re assisting Middletown with an upcoming update to its Comprehensive Plan and a zoning ordinance audit. We’re currently gathering proposals from consultants, with plans to begin this key project in early 2025. This update will provide a robust framework to guide Middletown’s growth and development.

Our team is also here for Middletown’s daily planning needs. We answer planning and zoning questions, manage the Town’s Planning Commission, and update applications to streamline processes and provide clear information to the public. Through these efforts, NSVRC is committed to supporting Middletown’s growth with efficient, community-focused planning.
